A public utility is unable to change its rates without getting the permission of the Public Service Commission of Wisconsin. The only exception to this is the sewer rates, see below for more information. The PSC makes sure that the rates the utility is charging are based on what it actually costs to provide the services. This includes the expenses to make repairs and improvements so the services are always available to customers. The public utility submits an application with the PSC to change the rates. This is called a rate case. The PSC then gathers information and evidence to understand why the change is necessary. Once all of the information is gathered, the rate case is sent to a hearing with the utility, PSC staff, and residents that may testify during the hearing. Once the hearing is over, Commissioners act as judges to determine if the rate increase is appropriate based on all of the information collected.
Sewer Rates
The Village Board, pursuant to the provisions of § 66.0621(1)(b), Wis. Stats., does hereby declare that the sewerage system of the Village, consisting of the collection system (as hereinafter defined), waste collection and disposal operations, sewerage system and all other appurtenances, and equipment used for such purposes, or wastewater treatment plant (as hereinafter defined), shall be designated the "Village of Slinger Sewer Utility" or the "Sewer Utility." This public utility is not a public service subject to regulation by the Wisconsin Public Service Commission.
The rules, regulations and rates hereinafter set forth shall be considered part of the regulations applicable to every individual or entity connected to the sewerage system and all persons discharging wastes to the sewerage system. Such rules, regulations and rates may be changed from time to time as determined by the Village Board and the right is reserved to make special rates and contracts in all proper cases.
