A public utility is unable to change its rates without getting the permission of the Public Service Commission of Wisconsin. The PSC makes sure that the rates the utility is charging is based on what it actually costs to provide the services. This includes the expenses to make repairs and improvements so the services are always available to customers. The public utility submits an application with the PSC to change the rates. This is called a rate case. The PSC then gathers information and evidence to understand why the change is necessary. Once all of the information is gathered, the rate case is sent to a hearing with the utility, PSC staff, and residents that may testify during the hearing. Once the hearing is over, Commissioners act as judges to determine if the rate increase is appropriate based on all of the information collected.
