Change of Utilities

 

Whether you need new service or are moving in or out of town or just moving across the street, you can find the form you need below. Have questions? We will accept requests up to 30 days in advance. Give us a call at 262-644-5265. We do require at least a 24-hour notice. Please be aware that we do not backdate the service dates if you reach out to us after you have moved in. It is the resident's responsibility to contact us ahead of time to get the utilities set up or canceled.

New Utility Service

If you are moving in to the Slinger area and need to start your account with us, you can start the process by visiting our office, calling us at 262-644-5265 or completing the new utility service form and emailing it to our Utility Clerk at smenzia@vi.slinger.wi.gov.

 

Change Mailing Address

Occasionally, we know that our customers will want their utility bill sent to an address that is different than their service address. This can be done by calling our office at 262-644-5265 or emailing smenzia@vi.slinger.wi.gov.

 

Transfer Service

If you are currently a Slinger Utilities residential customer and you are moving to another address within our service area, you may transfer your service by calling our office at 262-644-5265 or completing both the new utility service form and the utility service termination form and emailing them to our Utility Clerk at smenzia@vi.slinger.wi.gov. Any balance on the previous utility account must be paid before you are eligible to open a new utility account for the new address.

 

Terminate Service

If you are moving out of the Slinger Utilities area and need to close your account with us, please call us at 262-644-5265 to let us know your anticipated termination date or complete the utility service termination form and email it to our Utility Clerk at smenzia@vi.slinger.wi.gov

 

Payment Plans

 

Budget Billing

Per PSC 113.0406 and Slinger's utility tariffs, the following rules apply to budget billing plans:

  1. Each budget amount shall be reviewed and changed after a rolling 11 months. The Village Slinger has elected to review every August - new amounts will be effective with the September 8th billing.
  2. Adjustments to the budget amount will be made with the objective that the customer's under billed/or over billed balance at the end of the budget year shall be less than one month's budget amount.
  3. When an adjustment is made to a budget payment amount, the customer will be informed of the adjustment at the same time the bill containing the adjustment is rendered.
  4. Customers who have arrearages will be required to pay all outstanding utility charges or shall be allowed to establish a Deferred Payment Agreement for the arrears. Deferred Payment Agreements shall be subject to the late payment charge and a missed payment will remove the customer from said agreement.
  5. In addition, if a budget payment is not paid promptly by the due date of every month, the customer shall be notified with the next billing that if proper payment is not received subsequent to this notification the next regular billing may effectuate the removal of the customer from the budget plan and reflect the appropriate amount due.
  6. At the end of a budget year, if an under billed or over billed balance exists in a customer's account, the balance shall be handled as follows:
  • A customer's debit balance will be paid in full or, at the customer's option, on a deferred basis.
  • A customer's credit balance will be refunded unless they have received assistance.

**Accounts with energy assistance payments do not qualify for a refund.

Deferred Payment Arrangement (DPA)

A DPA is available to all customers requiring one to assist with paying off their past due balances. In order to prevent disconnection, there must be a DPA in place and the customer MUST remain in compliance with the terms of the agreement. The only time a DPA agreement is not available is during Tax Certification time. This is when all balances past due as of October 1st will be transferred to the property taxes if not paid in full.

  • 50% of the customer’s past due balance is due upon signing of the agreement.
  • If you have defaulted on an arrangement in the past year, you do not qualify for another arrangement.
  • If you have accrued more than three months of past due bills during the winter moratorium, you don't qualify for an arrangement. 
  • Monthly payments are required and are above and beyond your current monthly bill.
  • Your monthly bill must be paid in full and on time each month. All Slinger Utilities bills are due by the 28th of the month.
  • All DPA balances must be paid in full by October 1st to avoid Tax Certification of past due balances.
  • If at any time you are in default of your DPA, you are once again eligible for disconnection and your DPA will be canceled. Reconnection charges apply when disconnection occurs.

Water/Sewer Programs

 

Sprinkler Meters

For those who water their garden a lot, it may be beneficial to have an additional meter rental charge. These are typically known as sprinkler meters and once installed, any water going through this meter will not receive any sewer charges. Click here to view the rates. For more details on how to get this process started, please contact the Utilities Superintendent, Greg Moser, at gmoser@vi.slinger.wi.gov.

 

Lawn Permits

Those who are looking to buy and install a new yard for a new build may be qualified for our lawn permit. With this permit, you can choose three consecutive months in which you will be billed for your average sewer usage. Any usage that goes over the average sewer usage of 3,000 gallons while watering the new lawn will not be subject to sewer charges. Slinger Utilities requires a $100 fee and copies of any receipts relating to the new lawn being installed. To apply for the lawn permit, please fill out this lawn permit form before bringing it to the Village Hall.

Electric/For Your Home Incentives

 

Home Energy Assessment Incentive

Do you experience issues in your home like drafty or stuffy rooms, high energy costs, or fluctuating temperatures, or ice dams? Slinger Utilities will provide a $200 rebate for customers pursuing a home energy assessment. With a home energy assessment, you can receive expert advice from a Trade Ally contractor to help pinpoint issues in your home.

A Trade Ally can inspect for:

  • Drafts due to air sealing issues.
  • Potential humidity problems due to improper ventilation or landscaping.
  • Hot or cold areas of the home due to lack of air sealing or insulation.
  • Health and safety issues due to combustion appliances.
  • Issues leading to poor indoor air quality.

After the home energy assessment, you will receive a customized report with energy-saving recommendations tailored to your home. Using your report, the Trade Ally can help you prioritize efficiency upgrades before pricing out the work, presenting a contract, and completing improvements. If you decide to move forward with the improvements the Trade Ally recommends, you could be eligible for rebates from Focus on Energy.

HOMES Program

The HOMES program provides rebates for energy-efficient home improvements, such as adding insulation, upgrading heating and cooling equipment, and air sealing. To participate, a home energy assessment is required, and work must be performed by an IRA registered contractor. The rebate amounts vary based on your household’s income and the anticipated energy savings from the recommended upgrades.

 

HEAR Program

The HEAR program offers rebates for households that install heat pumps and other efficient electric appliances, supporting the move towards a fully electrified home. This program will also cover improvements like insulation, air sealing, and electrical panel and wiring upgrades. It is available to Wisconsin residents in single-family homes and multifamily buildings with incomes at or below 150% of the Area Median Income.
